feat: parse doSPCX semantic plans (#438)

Parse and validate host-k8s semantic groups from cached doSPCX
plans. Resolve supported operations into target-specific DMS query and
SET batches while preserving order and explicitly skipping eSwitch and
VF lifecycle groups.

Add generic dms-cli typed XPath GET and SET helpers.
