fix: restrict interface naming rules to physical ports (#474)

VF and SF representors share their PF's parent PCI address, so a rule that only matches KERNELS can assign the PF's configured name to a representor first. The PF rename then fails because the target name already exists.

Match confirmed mlx5 physical port values while preserving naming for devices whose phys_port_name attribute is empty or unavailable.
