Pinned library logo backfill and cross-tab sync (PP-3116) (#192)

## Description

Completes the hidden pinned-library machinery. No visible UI changes.

- Pinning a library that has no stored logo reads the logo from the
library's authentication document in the browser and backfills the
stored entry.
- Syncing pinned entries against the server library list also fills
missing logos; a stored logo is kept as is.
- A storage event listener keeps the pinned list in sync across browser
tabs.

> This PR is stacked atop #191, which is, in turn, stacked on #190. This
PR should not be merged until both of those have landed.

## Motivation and Context

Libraries pinned from the plain library list carry no logo, but their
authentication document does. The OPDS spec guarantees that document is
served, and fetching it from the browser keeps the server out of logo
delivery. The cross-tab listener stops a pin made in one tab from being
lost to a write in another.

## How Has This Been Tested?

- Unit tests cover the logo backfill (fetch goes to the auth document
host, the URL is never stored, no fetch when a logo exists, failure
keeps the pin) and the sync logo rules.
- All checks pass locally and in CI.
