Fix password login alignment (PP-5076) (#194)

## Description

- Center the login form within its card using automatic horizontal
margins.
- Move the form's style block into a shared `authFormStyles`, used by
both basic auth handlers.

## Motivation and Context

The "Sign up for a library card" text did not line up with the "Forgot
your password?" text on the login page for libraries with long names
(sample images on the ticket).

The two links center on different boxes. The password reset link sits
inside the width-capped form, while the sign up link is a sibling of the
form and spans the whole card. A long library name grows the card past
the form's cap, and the two centers diverge.
