Library logos and descriptions from config and registry (PP-3116) (#191)

## Description

Makes library logos and descriptions available to the client. No UI
changes.

- Static library config entries accept optional `logoUrl` and
`description` values.
- The registry crawl collects each library's thumbnail image and
metadata description.
- /api/libraries passes both through as optional client-safe fields.

> This PR is stacked on top of #190. This PR should not be merged until
that one has landed.

## Motivation and Context

The upcoming pinned library UI will show library cards with logos and
descriptions. The registry feed is the natural source for registry
libraries, and config entries cover static ones. Landing this data
plumbing first will help keep the later UI changes smaller.

## How Has This Been Tested?

- Unit tests cover config parsing of the new optional fields (including
rejection of non-string values), registry extraction, and API
passthrough with the fields omitted when absent.
- All local and CI checks pass.
