Stable library identifiers (PP-3115) (#190)

## Description

Groundwork for pinned libraries. No visible UI changes.

- Every library now has a stable id alongside its URL slug (registry
libraries: the catalog metadata id; static libraries: the config key),
carried through page props to the client.
- Pinned-library persistence: a safe localStorage wrapper, pinned-list
storage keyed by library id, and an app-wide context exposing pin,
unpin, and isPinned, plus a sync function that refreshes stored entries
from the server library list.

## Motivation and Context

Users will be able to pin libraries to a personal "My Libraries" list.
That requires an identifier that survives slug changes and client-side
storage for the pinned list. This PR lands both so the UI can follow in
later, smaller PRs.

## How Has This Been Tested?

- New unit tests cover slug-to-id resolution, storage failures
(unavailable or full storage, malformed stored data), pin/unpin/sync
behavior, and the context provider.
- Full Jest suites, type check, and lint all pass.
