perf(docker): Split the toolchain mediators into build and runtime stages (#995)

The four images carrying `python3 make g++` take the same split as the
others. The compiler is only needed to build, and native modules compile
into node_modules, which the runtime copies -- so the toolchain layer
stops shipping. These are the largest reductions so far because that
layer was a large part of them:

  ethereum-mediator    1.45GB -> 656MB
  hyperswarm-mediator  1.45GB -> 664MB
  solana-mediator      1.46GB -> 686MB
  zcash-mediator          -   -> 637MB

No prior image was on hand for zcash-mediator.

Checked that removing the compiler does not silently degrade anything, on
the strength of #965: secp256k1 is absent from all four images, since
#986 removed hdkey and it now reaches only zcash-wallet through
@bitgo/utxo-lib. Nothing native was left to preserve here. hyperswarm's
own native dependencies, sodium-native and udx-native, load in the
runtime image.

g++ and python3 are gone from the runtime, and all four start: "Starting
<chain> mediator".
