perf(docker): Split herald into build and runtime stages (#994)

Same two-stage split as the other server images: the install and both
prunes happen in a builder that is discarded, and the runtime carries the
pruned trees, the compiled output and the workspace packages.

1.1GB -> 630MB.

herald's data directory is an absolute path outside the copied tree --
ARCHON_HERALD_DATA_DIR defaults to /app/server/data and compose mounts a
volume there -- so it is unaffected by the runtime WORKDIR. Noted in the
Dockerfile, since the copied paths otherwise suggest the data lives under
/app/herald.

Its healthcheck runs `node`, which the runtime base provides, so nothing
extra is needed as it was for gatekeeper's wget.

Built and run: typescript is absent, the build output is present, and
startup reaches "OAuth routes mounted at /oauth" and "Created directory:
/app/server/data" before exiting on an unset
ARCHON_HERALD_WALLET_PASSPHRASE -- a config check, past the point where a
missing module would have surfaced.
