fix(alerts): let the poll give a pushed alert its contact flag (#38)

A push cannot always say whether contact details exist - an older Reach
omitted the flag entirely - so an alert admitted from one can say it has
none while the poll copy arriving seconds later knows better. AdmitAsync
discarded that copy outright as a duplicate, which left Show contact
permanently absent on exactly the handsets push works on.

A duplicate is now reconciled rather than dropped, in one direction only.
The poll joins the contacts table and is authoritative that a contact
exists; nothing here can take one away, because a push that merely
omitted the flag would then erase a button the responder can already
see.

HasContact had to become observable to make that visible. It was a plain
property on a class that is otherwise an ObservableObject, so setting it
would have updated nothing and the button still would not have appeared
- the same bug wearing a different hat.

Pairs with the Reach fix that puts has_contact in the push payload in the
first place. Either alone helps; this half is what repairs alerts already
in flight and handsets talking to a server that has not been updated yet.
