docs(optimize): replace the PurgeCSS placeholder with a setup that works (#1009)

The section read "Help wanted with this section, please consider opening
a PR" and offered three bare URLs — a Bootstrap 5 leftover, and the only
such placeholder left in the docs.

It now carries the install, a config, the run command and a safelist,
derived from our own source rather than copied: our JavaScript toggles
115 class names at run time and builds whole subtrees (a Combobox's
options list, a Date Picker's calendar, a Stepper's panes) that never
appear in the author's HTML, so a naive purge silently breaks them.

No custom defaultExtractor either, and the page says why: our responsive
classes are infixed (.d-md-none), so no class name contains the : or /
that upstream's extractor exists to protect.
