refactor(scss)!: finish renaming the theme colour tokens to the slot names (#1005)

#938 renamed the theme slots to follow upstream — --cui-theme-fg-emphasis
and --cui-theme-border — but stopped at the slots. The colour tokens they
read kept the old spelling, so $theme-token-refs mapped
"fg-emphasis" to "-text-emphasis" and "border" to "-border-subtle",
and the two halves of one system named the same idea differently.

--cui-{color}-text-emphasis is --cui-{color}-fg-emphasis now and
--cui-{color}-border-subtle is --cui-{color}-border. --cui-{color}-base
joins the bare --cui-{color}, which stays; upstream ships only the -base
spelling, ours keeps both so nothing that reads --cui-primary breaks.

Compared against upstream's compiled stylesheet, the nine slot names now
match exactly, where three differed before.

No class names change: .text-primary-emphasis and .border-primary-subtle
take their suffix from the utility definition, not from the token — this
was checked by diffing every selector in the compiled CSS before and
after.
