docs(sass): document mask-icon() and point at the mixins living elsewhere (#1004)

An icon set as a background-image paints the colour baked into the SVG,
so it cannot follow a theme. mask-icon() renders it through a CSS mask
and the element's background-color paints the shape, which is how our
accordion, navbar, carousel, header and checkbox icons take a token.
The mixin shipped with a scss-docs block and no page describing it.

The Mixins section also listed one mixin while two of the most useful
are documented next to the systems they belong to — tokens() on
Architecture, the theme class generator on Theme. It says so now instead
of leaving them unfindable from here.
