docs: surface the browser-floor rationale and refresh the a11y resources (#999)

The table explaining which feature sets which browser floor sat inside
Supported browsers with no heading of its own, so it never appeared in
the table of contents — the one part of that page a reader comes looking
for. It gets its own section now.

On the accessibility page: prefers-reduced-motion pointed at the CSSWG
editor's draft rather than the stable TR, the Color Contrast Analyser
link still used the old Paciello Group domain, and W3C's Introduction to
Web Accessibility was missing from the resources.
