feat(scss): declare the global tokens on :host as well as :root (#996)

Loaded inside a shadow root, none of the global tokens applied: :root
matches the document and never a shadow tree, so every var() reading a
global token fell back to its initial value and the properties using it
evaporated. Adding :host to the root block — and to the media-query
branch of the color-mode mixin — makes the library usable inside a web
component.

The CSS variables page said the component surface was still growing and
dated the navbar variables to v4.2.6; there are 87 component token maps
in the stylesheet today, so it now says every component declares its
surface, with an example of overriding one.
