feat(Header)!: drop .header-sticky for the position utilities (#989)

* feat(Header)!: drop .header-sticky for the position utilities

`.header-sticky` set `position: sticky`, `top: 0` and `--cui-z-sticky` — the
same three declarations as `.sticky-top`, which every page can already use.
Keeping both meant the header was the one component whose placement was spelled
its own way, and the component class had no responsive variants while the
utility has `.sticky-md-top` and the rest.

The header page never documented placement at all; it does now, next to
Containers, the way the navbar page has always documented it.

* feat(Header)!: register .header-sticky removal in the class API

The class-API gate fails on any class that disappears without a declared
replacement; .sticky-top is the answer for this one.
