docs: point the thirteen dead in-page links at sections that exist (#988)

Every one of them was a heading that moved or a page that went away, so the
link scrolled nowhere:

- `#variables` on the popover and tooltip pages — the section is `CSS variables`
- `#sizes` from the switch page — checkbox and radio call it `Sizing`
- `#sass` from the grid page — the section is `Sass variables`
- `#css` on the navbar, from the CSS variables page — `CSS variables`
- `#dark-variant` on the close button, from the v5 migration — `On a dark surface`
- `#using-bootstrap-as-a-module`, from the menu page — the heading names CoreUI now
- `/helpers/colored-links/`, twice from the v5 migration — that page is gone;
  colouring links is on the link utilities page
- `/utilities/flex/#horizontal-alignment`, from the nav page — horizontal
  alignment is its own `justify-content` page since the utilities split

Two more came from the header page being written against the navbar's outline:
it carries no `Responsive behaviors` section (the toggling link now goes to the
collapse component) and no `Placement` section, so that link is dropped and the
sentence stands on its own.

`.header-sticky` exists in the stylesheet and is documented nowhere; that is the
gap the `#placement` link was reaching for and it needs its own change.
