chore(size): ratchet hydrating floor for the useHead prelude relocation (8c48a2ed)

17.25 -> 17.4 KB, measured at 17.31. The #3081 fix normalizes the head
prelude at hydrate() entry — before any claiming — so its ~120 B brotli sit
on the one path every hydrating app retains and cannot shake. Golfing
measured ~1 B.
