chore(size): ratchet hydrating-store floor for the shared effect notifier (ba6c0b6f)

The notifier seam is always-retained core (+47 B over this floor's cap;
other floors absorbed it in headroom) paying for -127 B/node effect heap
and -15% effect creation. Should have shipped with ba6c0b6f — my miss:
the size scenarios didn't run before that push.
