Add invoke — the per-call server function invocator (#3057)

Fills the extension surface's call-scoped slot now that data-layer
cancellation supplied the consumer the first draft was waiting on.
invoke(fn, options, ...args) applies one call with invocation-scoped
options (signal, keepalive, priority) — Function.prototype.call's
silhouette, options in the thisArg slot — and refuses longer-lived
concerns with redirects to their homes instead of a RequestInit
passthrough. Dispatch rides a registered-symbol invocation channel
wrappers forward like declaration metadata, so it composes through GET,
live (abort ends the iteration across reconnects), and integration
wrappers that adapt it. Server mirror runs in-process: signal rejects
the caller, transport hints are no-ops. RFC 10 amended (lifetime table,
invoke section with admission test + redirect table, alternatives).
