ETT-1781 ht_registration Screen Changes (#307)

- Rename "Auth Rep" to "Approver" and "承認者" in localization files.
- Remove all traces of `otis_registrations.auth_rep_date`
- Change registration "Contact Info" to "Activity Contact"/"活動の連絡先"
- Add `otis_registrations.hathitrust_authorizer_name` to go along with existing `hathitrust_authorizer` column.
  - Both are surfaced as "Authorizer", formerly "HathiTrust Authorizer".
  - The new field has the same optionality as `hathitrust_authorizer` based on role.
