docs: say why clearPendingForegroundCommands is exported

`agterm-linux` calls it cross-module from its own `clearRestoreCommands`: `AgtermLinux` is a
separate executable target depending on the `agtermCore` product. The export is earned by a
current caller rather than held for a possible one, so the doc line says so and the backlog item
asking whether to narrow it is resolved.

Worth knowing for the next visibility question on this module: GitHub code search excludes forks
by default, so a repo-scoped search returns empty even though the caller is there. Add `fork:true`
or clone before reading an empty result as no downstream caller.
