docs(backlog): file three items from the PR 490 review

Three findings that are real, are not the contributor's to fix, and are not one-line edits either.

`clearPendingForegroundCommands` is public with no production caller needing it, now that both
app-target callers moved onto the new wrapper and `SessionTests` reaches it through `@testable`.
Narrowing it may still be wrong to want: `settings.md:170` makes a future app-target caller of the
pending-only clear legitimate, so the direction has to be decided first.

The pending pair reset is still hand-rolled in three places that duplicate that helper's body,
`loadStore`'s failed-strip disarm, `recoverOrphanedWindows`' orphan disarm, and
`clearPendingRestoreOverrides` itself. Same shape as the capture-slot item #490 closed, one level
down, and all three sites are correct as written.

`SessionTests` carries 24 multi-line test comments against the one-line rule, 18 inside bodies and
6 above a test. All 24 break that clause, only some break the others, so a sweep reads each block
rather than trimming by line count. Trimming only the newest leaves it mismatched with the one it
was modelled on, so the file-wide choice comes first.
