feat(utilities): extend the spacing scale with steps 6-9 (#971)

* feat(utilities): extend the spacing scale with steps 6-9

$spacers gains 6: 4rem, 7: 5rem, 8: 6rem and 9: 8rem, continuing the
scale upward without touching the existing steps - every margin,
padding, gap and gutter utility picks the new sizes up across all
breakpoints. Section-scale spacing no longer needs inline styles or
custom classes.

* chore: raise CSS budgets for spacing steps 6-9

Four new steps multiply across margin/padding/gap/gutter utilities and
all breakpoints: coreui.css 67->69.5 kB, coreui.min.css 62->64.5 kB,
utilities 17->19.5 / 15.5->17.75 kB, grid 8.75->11 / 7.75->9.75 kB
(gzip).
