fix(Alert): give the neutral alert its own surface (#933)

An alert without a theme class had a transparent background, so it took
the color of whatever it sat on and disappeared on any non-page surface —
only the border marked it. `--cui-alert-bg` now falls back to
`var(--cui-bg-1)`, so a plain `.alert` reads as a surface of its own in
both color modes. Themed alerts are unchanged: `--cui-theme-bg-subtle`
still wins whenever a theme class is present.
