ci: standardize required status check names; use Go version from go.mod for linter (#154)

* ci: standardize required status check names

Use succinct, stable workflow and job names for build, lint, test,
coverage, reuse, govulncheck, and Scorecard checks. These names provide
predictable status contexts that can be configured as required checks in
the GitHub repository ruleset.

Add aggregate build and lint gate jobs so repository settings only need
to require one check for each multi-job workflow. The build gate covers
Goreleaser, Make binaries, the multi-stage container, and manual pages;
the lint gate covers both golangci-lint and Go module tidiness. Both
gates run unconditionally and fail unless every dependency succeeds.

Run Scorecard on pull requests so it can be required consistently, but
avoid publishing results or uploading SARIF to code scanning for PR
events. Trusted main-branch, scheduled, and branch-protection runs retain
their existing publication behavior.

Rename the release workflow and job to prevent release runs from
exposing an ambiguous build status while retaining a descriptive job
display name.
