MB-72082: improve stats tracking on zap layer (#2392)

- improves the visibility on zap layer by introducing a new stats
framework
- This `Stats` construct is defined in the scorch_segment_api but
instantiated and owned at the scorch level, which is passed to the zap
layer via the config parameter.
- Also adds more training specific stats
