docs(Customize): add a Transitions page (#839)

Nothing documented the motion model as a whole. The state classes JavaScript
toggles were spread across the component pages that happen to use them, the
`-instant` and `-static` classes were documented nowhere, and the fact that
timing is customizable at runtime through CSS variables — rather than only
through Sass at build time — was not written down anywhere a reader would look
for it.

The page covers what exists: the state classes and which components use each,
the duration/timing variables, the third `-property` variable on the components
that expose one, the shared overlay easing, how collapse and accordion animate a
size, the four ways to remove the motion, and why a `0s` duration still resolves
the promises.

Both worked examples are measured in Chromium against the built stylesheet:
`.btn-lift` resolves `transition-property` to `color, background-color,
border-color, box-shadow, transform` where a plain `.btn` stops at
`box-shadow`, and `.dialog-slow` resolves `transition-duration` to `0.6s`
against the default `0.3s`.
