Fix release-blocking bump order and system process-group zero claims

The dashboard version stamp ran after 'just test' inside _bump, but
'cargo set-version' had already bumped CARGO_PKG_VERSION, so
dashboard_is_tagged_with_the_crate_version failed and aborted every
'just bump' / 'just deploy*' run. Stamp before the tests, and restore
grafana/dashboard.json when a bump fails.

collector.system reported the MariaDB process group as using zero CPU
and zero memory when the host process table could not be read at all.
Distinguish an unreadable source (preserve the last good values, warn
once) from a readable host with no server process (an honest zero).
