Set version back to 0.7.0 so the release runs through just deploy-minor

The 0.8.0 release was never tagged or published (no 0.8.0 tag, branch or
GitHub release exists), so the version is rolled back to the last released
0.7.0 and the bump is left to the release flow. 'just deploy-minor' now
performs the 0.7.0 -> 0.8.0 bump itself, which runs the clean build, the
full suite and the dashboard stamp as one gated pipeline.

grafana/dashboard.json is rolled back to the 0.7.0 tag and revision 1 as
well, because dashboard_is_tagged_with_the_crate_version runs as a _bump
prerequisite and compares the dashboard tag against CARGO_PKG_VERSION.
Only the tag and revision change; the Host CPU / Memory row and its seven
panels are untouched.
