Merge branch 'next' into rework-page-shell

Page moved to components/layout here while next reworked SplitInfoLayout
into SideBySideLayout, so the screens using both needed a hand:

- InstallationExit, ServerError and OverviewPage keep next's version of
  the body and import Page from its new home.
- next's spacing fix for the minimal layout goes to layout/Page.
Pull Request #3761: refactor(web): rework the page shell and fix the heading outline
