doc(web): improve components TSDoc

Explains why the modal-relocation registerTarget clears pending
announcements instead of replaying them, and adds an ASCII diagram to
AnnouncerTarget showing how the live regions escape a dialog's
aria-hidden siblings. Also notes in useAnnounce that an announcement
sent right as a dialog closes gets dropped.
