xclim v1.0 code base refactor (#2319)

### What kind of change does this PR introduce?

* Prepares version 1.0 of `xclim`, which is due out in the sometime
during 2026/Q2.
* Significantly refactors the `optional-dependencies` and
`Makefile`/`tox` logic.
* Collects changes from several Pull Requests that significantly
refactors the code base.

### Does this PR introduce a breaking change?

Absolutely. Without question.

### Other information:

The changes proposed here are to help provide both developers and power
users with an overview sense of the changes that are on the way. Modules
that are undergoing significant changes should be considered under
development freeze on the `main` branch.

This version will not support deprecated functions/variables in `xclim
v0.X`, but it should provide documentation for users/developers on how
to adapt to changes.
