### What kind of change does this PR introduce?

* New argument `strict_sign` in `xclim.ensembles.robustness_fractions`.
When False, zero change (delta == 0) is included in both positive and
negative fractions.

### Does this PR introduce a breaking change?
No, default is True, which yields unchanged behaviour.

### Other information:
Needed for Portraits climatiques where we include agreeing on zero
change in the "consensus". So "consensus" is obtained even if 50% of
models show positive change (fut > ref) and 30% (for example) show
absolutely no change (fut == ref).
