Use the UTC calendar date for stale-topic detection (#27)

isStaleTopicForShow built the show start from the calendar fields of
recordingStart in its own location, then pinned them to UTC. In any
positive-offset zone a recording that starts after local midnight, such
as 23:30 UTC under BST, produced the next day's 20:00 UTC show start, so
every topic activated during the show looked stale and the first chapter
was replaced with "Вступление".

Take the calendar date from the UTC instant, which makes every timezone
behave like the TZ=UTC compose deployment.
