ci: add the continuous localization workflow

Add `extract-translations.yml`, the workflow already validated on sonar,
sonar-ui and ng-core: it merges (never rebases) `staging` into the
`translations` buffer branch, regenerates
`rero_ils/translations/messages.pot` and pushes it back to the buffer only
when the set of source messages changes.

The CI commits the template only; Weblate becomes the sole editor of the
`.po` files, via the "Update PO files to match POT (msgmerge)" add-on. Both
actors write disjoint files, so a CI <-> Weblate conflict is impossible by
construction. The buffer is squash-merged into `staging` once per release.

The diff guard ignores `POT-Creation-Date` (rewritten every run) and the
`#:` source locations (they churn on any line shift), so a run without a
real message change produces nothing. A hunk is ignored only when every
changed line in it is generated metadata, so an added or removed msgid is
still committed.
