Release subread 2.0.3-1: pinned, fixed runscript; sync build_readme.py

subread 2.0.3's micromamba install was unpinned and its %runscript ran
featuregffread, a copy-paste leftover with no such binary. 2.0.3-1 pins
subread="2.0.3" and execs featureCounts, using the -N revision-suffix
convention (dev.rst) since upstream has not cut a new subread release.

build_readme.py duplicates registry.py's version-comparison logic (by
design, to stay import-free) and had the same split-on-'-' bug fixed
there in 35a1b6e: it would have shown 2.0.3-1 tied with 2.0.3 rather
than as the advertised latest. Ported the same _parse_version fix here
so the generated README actually agrees with what damona install
resolves to.
