Resume an orphaned draft instead of re-uploading on publish retry

Zenodo's actions/publish call can bounce (502/504) after the upload and
metadata steps already succeeded, since publish is the last of four
separate requests. Retrying from scratch called create_new_deposition()
unconditionally, leaving the first draft orphaned and re-uploading the
whole image. find_resumable_draft() now looks for an unpublished draft
that already carries this exact file (matched on filename and md5, so a
same-named but different rebuild is never mistaken for a match) and
resumes it instead of starting over.
