Release v0.3.12

Covers everything on this branch after the dual licensing of v0.3.11: the data
layer interface and its second implementation, the tests for
statistics/performance.py, the SMA crossover example, and the docs/ tree with
its five reports.

Four defects are recorded in those reports and deliberately left unfixed, each
pinned by a characterization test. They are listed in the changelog entry so
they are visible from the release notes rather than only from the reports.
