feat(web): tab-owned voice records with clone-safe tab ids (#2505)

Draft backups move from one shared key per session to TAB-OWNED keys
(`<prefix><sessionId>.<tabId>`): consumption and retirement are local to
a tab, and a shared key let one tab's landing consumption delete another
tab's only durable copy while that tab still suppressed server saves.
The freshest in-TTL claim is located by scanning the session's keys
(delimiter-terminated, so s1 never matches s10), and retirement accepts
an exact key + generation through removeDraftBackupKey.

The tab id lives in sessionStorage (isolated per tab, stable across its
reloads) with cloned-tab detection: a localStorage heartbeat marks the
id live while its owner runs, so duplicating a tab — which copies
sessionStorage — makes the clone mint its own id instead of colliding.
The heartbeat beats on an interval plus visibilitychange/pageshow/resume
(background tabs throttle timers to ~1/minute), is removed on pagehide
so ordinary reloads reclaim the identity immediately, and re-arms after
a BFCache restore.
