feat(web): draft backups protect merged transcripts from stale saves (#2504)

While a landing is live for the session, the composer's debounced saves
are suppressed — the server draft may already hold the merged transcript,
and a stale local snapshot would overwrite it. The evolving local draft
is persisted to a localStorage draft backup keyed by the landing
generation instead, so a reload or session switch restores the user's
edits; a scheduled-but-unfired debounce is cancelled before the
suppression takes hold, and a departed session with a live landing skips
its switch flush entirely (its edits live in the backup).

The initial-load settle path owns the reload reconciliation: a backup is
restored (live-landing gated) and the landing's aggregate transcripts
are folded into it when the merged draft ends with them — appended
blindly, never substring-checked, so a duplicate-phrase transcript keeps
its own occurrence — then the landing is consumed, which retires exactly
the generation-matched backup. A retained pending (draft too full)
restores the backup and keeps the landing deferred. Storage-refused
backups fall back to the normal save so typed text never lives only in
the composer signal. Expired backups are TTL-pruned.
