feat(web): clear-before-merge reconciliation for landed transcripts (#2506)

When the composer empties while a landing is deferred for its session,
the merge must not be treated as delivered until the possibly-stale
server draft is reconciled — otherwise the merge could resurrect text
the user just sent or cleared. The replay effect now detects a
per-session clear (scoped so a deferred landing in ANOTHER session never
looks like this session's clear), orders the reconcile get-first (the
get performs or reveals the pending merge; an unconditional
inputDraft:null could delete a transcript another tab already merged),
clears the stale baseline CONDITIONALLY through clearInputDraftIf when
the pending is still staged, and only then refreshes and consumes.

A clear that cannot commit (no socket, get failure, declined conditional
clear) stays owed in memory and overrides the non-empty deferral on the
next effect run; genuine typing still wins through the effect cleanup,
which cancels the chain's stale gets. Cancelled refresh gets that still
resolved fold ONLY the transcripts (landing aggregate, matched against
the merged draft's tail, appended blindly and at most once per landing
generation) into the typed text, so the re-enabled saves carry both
instead of overwriting the merged transcript.
