feat(web): landing markers refresh mounted composers after a replay (#2503)

The flush announces each delivered entry through
markVoiceTranscriptLanded: a per-session generation signal plus a
cross-tab localStorage marker carrying the aggregate transcript text and
announced entry ids. A mounted composer for that session refreshes its
draft with a guarded session.get (the daemon merges the staged pending
atomically while serving it), consuming the landing only when the
pending fully merged — a retained pending (draft too full) or a newer
landing keeps a refresh pending.

The refresh defers behind a non-empty composer (the get overwrites the
signal, so reloading over typing would drop keystrokes — the deferral
re-runs the effect once the composer clears) and retries on reconnect.
Markers hydrate at startup so a delivery from a PREVIOUS page life is
still applied, the storage event hydrates other tabs, and expired
markers are TTL-pruned with the local landing state dropped alongside.
MessageInput also announces a landing on a successful direct staging —
the user may have reopened the session, whose only get already ran.
