Announce track selection from the playlist in chat (#132)

* Announce track changes when a user selects a track from the playlist

Mirrors the existing chat announcement for play next/previous: clicking
a track in the playlist now posts an :announcement message attributed
to the selecting user, instead of loading the track silently.

* Show a pointer cursor on the enabled send-message button
