feat: add /api/diag/drops surfacing log and egress drop counters (#1259)

- new GET /api/diag/drops route aggregates every drop/failure counter in
  the log and egress path: writer/udp/event queue drops and flush
  timeouts from bb_log_drop_stats_get(), plus render_fail and
  stale_discard from bb_data_http
- follows the existing bb_diag_http wire-descriptor idiom (bb_serialize
  desc + co-located meta table + config-gated openapi schema compose)
  used by the sibling heap-check/tasks/sockets routes
- route summary states the counters are cumulative and wrapping, not
  rates
- add the same wrap-note to bb_data_http_render_fail_count()'s doc
  comment as its neighbour bb_data_http_stale_discard_count() already
  carries, now that this route puts both side by side
- no event_pushed denominator: s_event_total_pushed has no public
  getter yet, left out of scope here
