feat: count stale-render discards in the data-http push pump (#1258)

- track cumulative COMMIT-step discards (a successfully-rendered frame
  thrown away because a concurrent newer claim already superseded the
  generation) via a new stale-discard counter, zeroed on init and
  reset-for-test
- expose it as bb_data_http_stale_discard_count() for observability,
  distinct from bb_data_http_render_fail_count()
- add host tests for the discard increment, the success-path
  non-increment, and reset-for-test zeroing, mutation-verified against
  the implementation
