fix: widen bb-prefix declaration regex to match the variant-ladder fence (#1260)

- port the fence's three blind-spot fixes into the bb-prefix check's
  function-declaration regex: pointer star attached directly to the
  function name, const/volatile/register return-type qualifiers, and
  struct/enum/union return types (disambiguated from real type
  definitions/forward-decls, not a flat skip-keyword)
- add regression tests covering all three previously-blind styles
  (plus enum/union, which share the struct blindness), both the
  positive fire case and a negative no-false-positive case for each,
  including true struct/enum type definitions and forward-decls that
  must still be skipped
