feat: expose bb_log drop counters via aggregate snapshot (#1257)

- add bb_log_drop_stats_get()/bb_log_drop_stats_t, a portable read surface
  for the writer/udp/event queue drop counters and flush timeouts
- udp_dropped always exists and reads 0 when CONFIG_BB_LOG_UDP_SINK is off,
  keeping the wire shape config-invariant
- host/Arduino backends have no async writer/udp/event queue or
  flush-timeout mechanism, so every field reads 0 there
- delete the vestigial bb_log_stream_dropped_lines()/s_dropped_lines (zero
  callers, zero increment sites since the SSE ring was removed)
