Extract the shared dev-setup finish sequence, unify gem installs

dev_setup_macos and dev_setup_ubuntu each repeated the same nine
calls (config templates, master.key, image dirs/helpers, bundle
install, db init, lang:update, pre-commit hook) in slightly drifted
order, with only three genuinely platform-specific arguments (the
database.yml template, jpegresize's gcc flags, the root-mysql
invocation). Extracted into mo_finish_app_setup
(script/dev_setup/finish_app_setup.sh), called once per script with
those three args.

Also folded `gem install bundler`/`gem install trilogy` into the
shared sequence -- previously macOS-only. Neither has a real
platform-specific reason to be skipped on Ubuntu: bundler ships as a
default gem with Ruby itself on either platform (the macOS step is
just "ensure the latest version," equally relevant to Ubuntu), and
trilogy is already declared in the Gemfile so bundle install would
install it regardless -- the standalone gem install is a defensive
pre-compile step with the same minor "might compile twice if versions
differ" cost either script already accepted.
