fix(windows): reopen the window the user exited from, not the first one

closeWindow nilled frontmostWindowID when the closing window was the last one
open, so the index recorded frontmost: nil and the next launch's reopen
fallback fell through to windows.first. A multi-window user got the wrong
window back.

Keep the departing window as frontmost when no other window is open. Resolving
frontmost to a live window already guards on the store being loaded, so the
survivor still reads as "none open".
