fix(DatePicker,DateRangePicker): honor string minDate/maxDate outside the calendar grid (#674)

The calendar converts its own copies of minDate/maxDate, but the picker
compared the raw config values in three places — the Today button check and
both input validations. With a data-attribute string, Date < string is
always false, so the Today button never disabled and typed dates outside
the range were accepted. Convert once via _getMinDate()/_getMaxDate() and
compare Today at midnight, so a maxDate of today no longer disables the
button.
